Position NOC*NSF – Israel Gaza

NOC*NSF is deeply shocked by the devastating impact of the war between Israel and Hamas on the population in Gaza. The situation is also horrific for the people of Israel, particularly for the families of those who have been taken hostage.

NOC*NSF is aware that this war affects athletes on both sides, placing significant pressure on their preparation for and participation in events. We also recognize the efforts of the National Olympic and Paralympic Committees of Israel and Palestine to continue operating under these challenging circumstances. This commitment deserves the highest respect.

NOC*NSF reaffirms the principle that athletes should be able to participate in international sporting events regardless of the political situation in their country of origin. In this specific case, this means that NOC*NSF will not exclude or boycott athletes from Israel. In doing so, NOC*NSF aligns with the position of the IOC and IPC. Moreover, it is essential to NOC*NSF that both the IOC and IPC treat the national committees as equal members with the same rights, as they adhere to the Olympic Charter and the Paralympic Handbook.

From a Dutch perspective, NOC*NSF understands the calls for measures against Israel. However, from the IOC’s perspective, it is emphasized that conflicts and human rights violations must be viewed globally when it comes to sport. The IOC aims to continue offering athletes from all affected countries the opportunity to participate in international competitions. NOC*NSF supports this position, while acknowledging that it may feel overly rational to many.

This situation may also present dilemmas for the national federations affiliated with NOC*NSF and their athletes, particularly when they are confronted with strong emotions from their communities or with demonstrations during (European) matches involving Israeli participants. National federations are expected to follow the policies of their respective international federations. To date, no international federation has announced any measures against Israel.

Where possible, NOC*NSF provides support to national federations and their athletes participating in international sporting events that include Israeli athletes. This support may involve various aspects, including security measures and coordination with relevant stakeholders and authorities.

NOC*NSF has discussed options for humanitarian aid with, among others, the IOC. At present, experts indicate that it is impossible to provide any form of assistance on the ground in the Gaza Strip. We remain in close contact with the IOC and will act as soon as circumstances allow for concrete action.
